The report largely focuses on the supply-side aspects of Bulgaria’s R&D and innovation system, its education delivery, and its labor and product markets, and identifies policy options for their improvement. A companion piece, the Investment Climate Assessment, which is being prepared in parallel, deals with the demand side and, using firm data, identifies the binding constraints to productivity growth from the firm perspective. The new EU member states and Croatia are facing a rapidly aging population. One of the consequences of these demographic changes is the expected increase in demand among the older population for long-term care (LTC). The future demand for LTC services will be driven by two factors: first, the size of the older population (+65), especially the very old (+75) and second, the percentage of older people dependent or severely dependent, and therefore requiring help with Activities of Daily Living (ADL). All four case study countries are facing the double challenge of an increasingly older and more dependent society. The question facing the case study countries, and many others around the world, is how the marked increase of the elderly population will impact future demand for LTC services. For case study countries it is clear that the aging and increasingly dependent population will boost demand for LTC services at the same time the tax base and supply of healthy people to provide them steadily shrinks. Through an evaluation of the global literature on the financing and provision of long-term care services, the study develops a framework for public policy action on LTC. This study finds that pension reforms in recent years have improved the efficiency and sustainability of pension systems in the new member states of the European Union and Croatia. However, for many countries, these probably have not gone far enough to ensure long-term sustainability, given the aging of the population. Reforms have included changes to Pay-As-You-Go (PAYG) systems, including increases in retirement ages (not at least for women), new benefit formulas, and new indexation mechanism. Some countries (Latvia and Poland) have further strengthened the link of contributions and benefits to the sustainability of the PAYG system through the introduction of national defined contribution accounts. The link is strengthened also by moving to a point system, which has been adopted by many of the countries. Several countries have introduced a second, private, pension pillar, funded through diversion of part of the pension contributions, thereby diversifying risk. Demographic trends can have direct implications for labor markets through three primary channels: labor supply, labor productivity, and labor demand (because of shifts in the structure of aggregate demand). This chapter focuses on the first two. "The countries of Eastern Europe and the former Soviet Union are experiencing a third transition, a transition that overlaps with their recent political and economic transitions. In 2025, more than one in five Bulgarians will be more than 65 years old - up from just 13 percent in 1990. Ukraine’s population will shrink by a fifth between the years 2000 and 2025. And the average Slovene will be 47.4 years old in 2025 - among the oldest in the world. This third transition - from red to gray - is unique. Populations have been aging quite rapidly in many countries; by 2010, populations will start decreasing in such industrial countries as France, Italy, and Japan. Yet the unique conjunction of rapidly aging and relatively poor populations exists only in this region. This report examines the possible impact of this third transition. It analyzes projections and policy outlooks for a whole range of issues, from labor markets to pension policies, from health care to savings and capital markets.
