Why did some countries fall victim to the debt problems and others not?

One inference drawn at this stage is that countries wanting to avoid future debt problems must constrain foreign borrowing even when interest rates abroad are below the marginal productivity of capital at home, because the supply of foreign capital to any one country is limited.
