The main purpose of this study is to discuss new and generally underutilized approaches to financing health programs in developing countries - approaches that should help solve common problems in the health sector.

Developing countries have achieved remarkable reductions in morbidity and mortality over the past thirty years. But continuing gains depend largely on the capacity of health systems to deliver basic types of services and information to households that are often dispersed and poor.
