Making extensive and judicious use of unpublished American records, Professor Wexler of the University of Connecticut has produced the best book we have had on the Marshall Plan. There are no sensational disclosures or drastic reassessments but a substantial addition to our knowledge about most major aspects of the subject. The treatment of divided American opinion concerning European unification and what to do about it is open to question, partly because the author has purposely scanted questions of foreign policy and uses no European sources.
