Selection of think tanks for inclusion in this directory was based on extensive research and contacts with experts from throughout Central and Eastern Europe, Western Europe, and the United States. In particular, Freedom House staff requested information from Democracy Network Program staff, USAID specialists, and private foundations and policy institutes in the region. The selection of institutes was based largely on the following guidelines: activity area and type of organization.
