This book explores the relationship between economic adaptation and long-run development, with particular emphasis on small, low-income economies. It also examines what makes for flexibility within an economy and how policy can affect an economy's ability to adapt to conditions over which it has no control. The premise is that all economies need to adapt to changing circumstances to achieve a reasonable pace of development. The book is intended for use by economists working for or advising government agencies and for teachers and students of development economics. It includes an extensive reference list.

"The extent and quality of education are of key importance. Educated people will understand more of their environment and how they can take advantage of it. They will be more knowledgeable about changing opportunities and more self-confident about being able to take advantage of them. It is from the well-educated that an upwardly mobile middle class with capitalistic values is most likely to be created, and it is from this group that most organization is likely to originate. This is the group that may then come to serve as exemplars to the rest of the population, issuing an implicit invitation for them also to shed the influence of tradition."
