Beginning with a brief overview and focusing on individual countries, this publication presents the findings of the most recent cycle of emergency response reviews. It constitutes a basic work of reference on IEA emergency response potential and policy.

With the Iraqi invasion of Kuwait and subsequent UN sanctions, the world lost access to about 4.3 mb/d of oil, some two thirds of which directly affected the IEA. Fortunately, IEA powers in an emergency include strong and well-tested mechanisms for the saving and replacement of disrupted oil supplies.
